Assistant Secretary Oates: Job training and dislocated worker programs are the primary focus of the Employment and Training Administration. While ETA administers a variety of these programs, Job Corps is one of the largest in terms of scope and size of Recovery Act funds.

As the head of the agency fortunate to oversee the Job Corps program, I ensured that the Recovery Act funds were invested effectively and in keeping with ETA's support of job training.

The plan put forth by the National Office of Job Corps and the program's resulting efforts to improve operational efficiencies, stimulate local economies, and expand student training opportunities complemented ETA's efforts to train the American workforce for a new economy.

The population that Job Corps serves is a key segment of that workforce. These young men and women qualify for Job Corps because they have the desire to succeed but do not have access to the resources for education and training.

Job Corps' efforts to upgrade its training offerings, create partnerships with businesses, and broaden its credentialing opportunities mean that a population in danger of slipping through the cracks will now be more employable, relevant, and ready to be lifelong learners and economic contributors.

The Recovery Act projects were executed with a goal of leaving our centers more efficient and sustainable. By participating in many of these projects, Job Corps staff and students take away new skills and a deeper understanding of the implications of the new workplace on their own lives.

Committees dedicated to identifying and acting on opportunities for cost savings and efficiency have sprung up at Job Corps centers nationally. By seeing the program's physical transformation, staff members and students have begun their own transformations.

Keeping with ETA's dedication to transparency and accountability, Job Corps has presented this vast compilation of data, photos, videos, and reports to document the program's stewardship of your tax dollars.
